The RTD program typically involves several steps:
- Evaluation: The individual must undergo an evaluation by a Substance Abuse Professional (SAP). The SAP determines the appropriate education, treatment, follow-up testing, and aftercare recommendations based on the individual’s needs.
- Treatment: If the SAP determines that treatment is necessary, the individual must complete a substance abuse treatment program. This could include inpatient or outpatient treatment, counseling, or other interventions.
- Follow-Up Testing: After completing treatment, the individual must undergo follow-up drug and alcohol testing as specified by the SAP. This testing is typically more frequent and can last for a time determined by the SAP.
- Return-to-Duty Testing: Before returning to safety-sensitive duties, the individual must undergo a return-to-duty drug and alcohol test. This test must be negative to be eligible to return to work.
- Follow-Up Testing: Following a return to duty, the individual must continue to undergo follow-up drug and alcohol testing as specified by the SAP. This testing continues for a period determined by the SAP, usually ranging from one to five years.
Throughout the process, the SAP plays a crucial role in assessing the individual’s progress, determining compliance with the program requirements, and making recommendations for continued monitoring and support. The RTD program aims to ensure the safety of the individual, their coworkers, and the public by helping individuals address substance abuse issues and return to work safely and responsibly.
