The Department of Transportation’s Substance Abuse Professional Program (DOT SAP Program) is a critical initiative designed to assist DOT-regulated employees who have violated drug and alcohol regulations. This structured program facilitates the return of employees who have been removed from their safety-sensitive duties due to such violations. It includes comprehensive evaluations, educational courses, treatment programs, and testing to better assess an employee’s preparedness to resume safety-sensitive duties without compromising public safety.

How to Get Started with the Return-to-Duty Program

FIRST: Read and Download a copy of the My SAP Packet 

The My SAP Packet outlines the steps in the Return-to-Duty Process for your specific agency.

Payment Assistance Options Available

  1. Log in to your FMCSA Drug and Alcohol Clearinghouse Account:
    1. If you don’t have an account, create one at https://secure.login.gov/
    2. Click on “View RTD Process Details.”
    3. In the search bar, type “AACS Counseling” to locate us.
    4. Pick one of our Substance Abuse Professionals (SAP) from the following options:
      1. Jacques Khorozian
      2. Solomon Stretch
      3. Melvyne Chadwick-Uhlrich
    5. Hit “Send Request,” and we will approve your request.

Note: If your violation is not visible in the clearinghouse yet, you can still start the return to duty process. We will backdate your progress once the violation has been reported.

  1. Initial SAP Evaluation:
    1. This is your first meeting with your SAP. They will discuss your violation with you.
    2. Visit our Payment Center to make a payment for your Initial SAP Evaluation.
    3. One of our customer service specialists will call to schedule your appointment.
  2. Recommendation and NON-DOT Testing:
    1. After your Initial SAP Evaluation, your SAP will recommend education or treatment.
    2. You will receive a list of approved education or treatment providers. Choose one and start on your recommendation.
    3. After completing your recommendation, you will take a non-DOT Alcohol and Drug Test.

Costs to Keep in Mind: The cost of your education or treatment program is separate from the cost of your Initial and Follow-Up evaluations. We will work with you to find the most affordable provider!

  1. Follow-Up SAP Evaluation:
    1. This is your second meeting with our SAP to review your progress.
    2. Once your SAP says you are eligible to return to duty, they will update Step 4 in your Clearinghouse.
    3. Once updated, you may take a DOT Return To Duty Test with your current or new employer.
    4. We will send your SAP reports and follow-up testing plan to your employer.
  2. RTD Test with Negative Results:
    1. Your current or new employer will schedule your DOT Return To Duty Test.
    2. Your employer must report the negative result to your Clearinghouse under Step 5.
    3. With a negative result, you are officially cleared to RETURN TO DUTY!
  3. Follow-Up Testing Plan:
    1. Your employer is responsible for ensuring you complete the Follow-Up Testing Plan, including all required follow-up tests.
    2. If you change jobs, your previous employer must transfer the SAP reports and the follow-up testing plan to your new employer upon your request.

Key Components of the DOT SAP Program

Initial SAP Evaluation

A certified Substance Abuse Professional (SAP) evaluates the employee. This includes understanding the employee’s substance use history, current situation, and any contributing factors. The purpose is to develop a tailored treatment and education plan that addresses the employee's needs.

Education and Treatment

The SAP recommends a customized treatment or education plan based on the initial assessment. This plan can range from inpatient treatment programs and outpatient counseling to participation in educational courses geared toward substance use awareness. The goal is to help the employee address and overcome substance use concerns and prepare for a safe return to work.

Follow-Up Evaluation

After completing the recommended treatment, the employee undergoes a follow-up evaluation by the SAP to review their progress and determine eligibility for Return-to-Duty testing. This assessment ensures the employee has complied with the treatment plan and is completely free of any illicit substances.

Return-to-Duty and Follow-Up Testing

Before returning to duty, the employee must pass a DOT-regulated Return-to-Duty drug and alcohol test with their employer, confirming that they are substance-free and ready to perform safety-sensitive functions. The SAP also establishes a follow-up testing schedule, which includes a series of unannounced tests over a specified period to monitor the employee’s continued compliance with DOT regulations.
