An SAP Evaluation (Substance Abuse Professional Evaluation) plays a crucial role in the Return-to-Duty process for employees who have violated Department of Transportation drug and alcohol regulations. 

The Return-to-Duty process includes two key SAP evaluations: the Initial SAP Evaluation and the Follow-Up SAP Evaluation. These evaluations are designed to provide the necessary support for employees to address substance use concerns and determine their eligibility to return to safety-sensitive duties once all requirements are met.

Initial SAP Evaluation

The Initial SAP Evaluation initiates the Return-to-Duty Process by allowing the substance abuse professional to assess the extent of an employee’s substance use. This evaluation includes a thorough review of the employee’s substance use history, current situation, and any contributing factors. The SAP develops a customized treatment plan tailored to the employee’s needs based on these findings. Treatment options may include inpatient or outpatient programs, counseling, participation in support groups like Alcoholics Anonymous, or educational courses that bring awareness to substance use. The primary goal of the Initial SAP Evaluation is to gather relevant information and create an effective treatment plan that comprehensively addresses the employee’s substance use concerns.

Follow-Up SAP Evaluation

After completing the recommended treatment or education program, a Follow-Up SAP Evaluation is conducted to ensure the employee has adhered to the treatment plan and is ready for Return-to-Duty testing. The SAP reviews treatment records and conducts another clinical interview to assess the employee’s progress and understanding of the program. This evaluation concludes with the SAP making a final determination on whether the employee is eligible to undergo a DOT-regulated Return-to-Duty test. This structured approach helps monitor the employee’s compliance with treatment and supports their safe return to safety-sensitive duties under DOT regulations.
