1. If you don’t have an account, create one at https://secure.login.gov/
2. Click on “View RTD Process Details.”
3. In the search bar, type “AACS Counseling” to locate us.
4. Pick one of our Substance Abuse Professionals (SAP) from the following options:
  1. Jacques Khorozian
  2. Solomon Stretch
  3. Melvyne Chadwick-Uhlrich
5. Hit “Send Request,” and we will approve your request.

Note: If your violation is not visible in the clearinghouse yet, you can still start the return to duty process. We will backdate your progress once the violation has been reported.

Initial SAP Evaluation:
1. This is your first meeting with your SAP. They will discuss your violation with you.
2. Visit our Payment Center to make a payment for your Initial SAP Evaluation.
3. One of our customer service specialists will call to schedule your appointment.
Recommendation and NON-DOT Testing:
1. After your Initial SAP Evaluation, your SAP will recommend education or treatment.
2. You will receive a list of approved education or treatment providers. Choose one and start on your recommendation.
3. After completing your recommendation, you will take a non-DOT Alcohol and Drug Test.

Costs to Keep in Mind: The cost of your education or treatment program is separate from the cost of your Initial and Follow-Up evaluations. We will work with you to find the most affordable provider!

Follow-Up SAP Evaluation:
1. This is your second meeting with our SAP to review your progress.
2. Once your SAP says you are eligible to return to duty, they will update Step 4 in your Clearinghouse.
3. Once updated, you may take a DOT Return To Duty Test with your current or new employer.
4. We will send your SAP reports and follow-up testing plan to your employer.
RTD Test with Negative Results:
1. Your current or new employer will schedule your DOT Return To Duty Test.
2. Your employer must report the negative result to your Clearinghouse under Step 5.
3. With a negative result, you are officially cleared to RETURN TO DUTY!
Follow-Up Testing Plan:
1. Your employer is responsible for ensuring you complete the Follow-Up Testing Plan, including all required follow-up tests.
2. If you change jobs, your previous employer must transfer the SAP reports and the follow-up testing plan to your new employer upon your request.

What is a Substance Abuse Professional (SAP)?

A SAP is a DOT-qualified professional who evaluates employees who have violated a DOT drug and alcohol regulation. They make recommendations regarding education, treatment, follow-up testing, and aftercare.

SAPs play a key role in the DOT return-to-duty process. When a safety-sensitive employee tests positive, refuses a test, or violates a DOT rule, they must complete a SAP evaluation and follow the outlined steps before returning to safety-sensitive work.

SAP Responsibilities

1. Initial Evaluation - A face-to-face assessment to determine what support the employee needs to resolve issues related to alcohol and/or drug use.
2. Education and/or Treatment Recommendations - Develop a personalized plan outlining the appropriate education or treatment program.
3. Follow-up Evaluation - Confirm that the employee has actively participated in and successfully completed the recommended education and/or treatment program.
4. Return-to-Duty Recommendation - Assess the employee's eligibility to return to safety-sensitive duties and provide the Designated Employer Representative (DER) with a follow-up drug and/or alcohol testing plan.

The SAP Evaluation Process

1. Initial Contact & Scheduling
